Ljubljana is building a gas and steam unit

The public energy company Energetika Ljubljana received the final two technical proposals and the first two commercial proposals for the main technological equipment for the construction of a gas and steam unit within the heat and power station TE-TOL, taking the majority of coal out of Ljubljana in 2022.

The proposals were sent in by both beforehand qualified tenderers, namely, the Consortium SIEMENS AG Österreich and SIEMENS d.o.o. Slovenija, and Mytilineos HOLDINGS S.A., Greece. After the proposals are reviewed, negotiations will follow.

The Consortium SIEMENS AG Österreich and SIEMENS d.o.o. Slovenija sent in its first commercial proposal for the main technological equipment in the value of 194.3 mio EUR (VAT excluded), and Mytilineos HOLDINGS S.A., Greece, in the value of 133.9 mio EUR (VAT excluded). In the coming weeks the procurement committee will thoroughly study the final (binding) technical proposals and the first commercial proposals of both tenderers. If it ascertains that both proposals fulfil all the demands made by the contracting entity, the tenderers will be invited to commercial negotiations the aim of which is to get final and at the same time binding commercial offers.

Gas to replace most of the coal

As a reminder, at the end of October 2017, the public energy company Energetika Ljubljana published a public procurement using a competitive dialogue procedure to obtain proposals for the main technological equipment for the construction of a gas and steam unit (PPE-TOL). In March 2018, nine candidates responded to the procurement, and two of them successfully qualified for the further competitive dialogue procedure, namely, the Consortium SIEMENS AG Österreich and SIEMENS d.o.o. Slovenija, and Mytilineos HOLDINGS S.A., Greece. In 2018, Energetika Ljubljana carried out a competitive dialogue with both of them, within the scope of which both of them sent in their first technical offers for the supply of technological equipment at end of August 2018, and on 1 February 2019 final technical and first commercial offers.

In 2022, the gas and steam unit is going to replace two coal blocks in the heat and power station TE-TOL, and thus making it possible to decrease the use of coal by 70%. The coal block 3, which was renovated in 2008 with the aim of co-burning coal and wood chips, is going to remain in operation to ensure the diversification of primary fuels and the use of renewable energy sources. Energetika Ljubljana is the biggest consumer of wood biomass for energy purposes in Slovenia. Per year it uses 1.1 million gigajoules of wood chips, that is, over 100,000 tons, which represents 16% heat and electric energy from renewable resources.
