New management of graffiti in the city of ljubljana
As graffiti is part of artistic graphic expression and a component part of urban culture, in partnership with representatives of graffiti artists, the City of Ljubljana has selected and specified spaces upon which graffiti will be permitted.
We at the City of Ljubljana are aware that graffiti is part of artistic graphic expression and a component part of urban culture, and therefore representatives of the Urban Planning, Commercial Activities and Traffic and Culture Departments as well as the City Wardens in partnership with representatives of graffiti artists have selected and specified spaces upon which graffiti will be permitted. With this, we hope to raise the quality of graffiti and enhance the image of public spaces. A special role is to be played in this by organised groups of graffiti artists, for whom the legalisation of individual spaces will mean obtaining opportunities to carry out larger and more ambitious projects.
We have additionally opted for specific spaces intended for graffiti because in recent years Ljubljana – especially in the old city centre – has been given a new, well-kept image, with many renovated facades and we would therefore like to preserve this face of the city. Graffiti is in fact one of the more disturbing factors in managing some parts of the city, and in some cases is a form of vandalism. The City of Ljubljana faces significant costs in the cleansing of facades and other public spaces.
The specified locations for graffiti will enable artistic expression of individuals and groups without damaging other people’s property. Along with the possibility for free expression of graffiti artists and urban culture, it is our belief that there will be a long-term reduction in tolerance of vandalistic expression, and the general public will pay greater attention to such phenomena.
In partnership with Ljubljana Police, the City Wardens will exercise stronger control over illicit graffiti and are to carry out larger numbers of periodic co-ordinated, common, tighter controls with the goal of dealing with offenders in the field of illegal writing on buildings. A police officer or city warden has the power, under Article 13 of the Protection of Public Order Act, to fine offenders who write or draw on walls. The fine for such an offence is €208.65.
Individuals and groups are to be able to express their artistic creativity in the following public spaces:
• Šiška – the subway under Celovška cesta, near Šiška Cinema
• Vič / Dolgi most – the concrete pillars of the motorway bridge at the last stop on bus route 6.
• Bežigrad – the underpass under the railway line on Drenikova
• Moste – the underpass under the railway line on Kajuhova
• Center – Trnovski pristan, the concrete wall along the footpath
• Center – Trnovo primary school, the wall by the car park
• Šentvid – the underpass in front of Šentvid tunnel
• Center – transformer station near Trnovo primary school, on the car park alongside the playground
• Vič / Rožna dolina – the underpass under the railway line on Erjavčeva (direction Prešernova – Večna pot)
• Vič / Rožna dolina – the underpass under the railway line on (direction Cesta v Rožno dolino – Oražnova)
• AKC Metelkova – internal walls around the basketball court, on the internal side of the Metelkova City complex
• ROG – Trubarjeva 74, internal walls of the ROG factory complex
• Shooting centre on Dolenjska cesta (external concrete walls that look onto the car park) is specifically intended for fan graffiti.
