Rcero ljubljana upgrade
On 27 September 2012, Mayor Zoran Janković and Strabag board member Gerhard Schinnerl signed a contract for the upgrading of waste processing facilities as part of the project ‘Upgrading Ljubljana Regional Waste Management Centre (RCERO Ljubljana)’.
The project to upgrade RCERO Ljubljana is a common scheme by the 28 local authorities in the broader Central Slovenian Region, via which we are adhering to State development guidelines in the environmental infrastructure field for waste management. The project is therefore classified within the Operational Programme of Environmental and Transport Infrastructure Development for the 2007 to 2013 period, adopted by the Slovenian Government.
The RCERO Ljubljana upgrade solves the problem of municipal waste management in Central Slovenian Region as well as being a comprehensive solution to the thorny waste management issue and is in strict compliance with the provisions of EU Directives. In addition to this, the RCERO upgrade project reduces greenhouse gas emissions (especially methane), enables the acquisition of secondary energy and the optimal use of available landfill space and assures the security of water sources.
The RCERO Ljubljana upgrade comprises:
- the construction of a treatment plant for leachate water treatment (test operations began in March 2010, with full operations in March 2011);
- the construction of waste processing facilities (the projected start of test operations is set for May 2015, with the start of full operations in September 2016);
- carrying out phase 3 of the IV and V disposal fields for the disposal of non-hazardous waste (regular operations began in September 2009).
All these facilities will guarantee that after processing, there will remain on site just 20% of the waste which it is not possible to use as a raw material or energy source, and this remaining waste will be disposed of without harmful environmental effects. The anticipated cost of the entire project is €144 million (including VAT).
