The city of koper joins rcero ljubljana
On 1 June 2012, the Mayors of Ljubljana and Koper, Zoran Janković and Boris Popovič, signed an accord on the accession of the City of Koper to common waste management at the Ljubljana Regional Waste Management Centre – RCERO Ljubljana.
The project to upgrade RCERO Ljubljana is Slovenia's most comprehensive in the problematic waste management field and is 65.88% co-financed by EU cohesion funding. The main investor is the City of Ljubljana, and as the project has two new local authorities at the accession stage, who are committed to the common utilisation of RCERO Ljubljana's planned capacity, 28 authorities are now under its umbrella.
Under the terms of the contract, the signatories have agreed that the City of Koper will transfer and that the Snaga public company will take for processing an annual total of 16,000 tons of mixed communal waste and 800 tons of biodegradable waste.
To date, the City of Ljubljana has been joined in the RCERO project by 27 other local authorities (Brezovica, Dobrova-Polhov Gradec, Dol pri Ljubljani, Horjul, Ig, Medvode, Škofljica, Velike Lašče, Domžale, Kamnik, Komenda, Trzin, Lukovica, Moravče, Vodice, Mengeš, Grosuplje, Ivančna gorica, Dobrepolje, Ribnica, Loški Potok, Sodražica, Cerklje na Gorenjskem, Bloke, Žiri, Gorenja vas-Poljane and the City of Koper), and thus RCERO Ljubljana is one of Slovenia's most important projects in the waste management field.
The overall project, for which the European Commission issued consent in April 2009, is managed and implemented by the Snaga public company by authority of the City of Ljubljana (MOL) and the other municipalities. According to forecasts made by Snaga Ljubljana Director Janko Kramžar, the cost of processing Koper's waste in Ljubljana will be “significantly” lower than it is today, and within a five-year period will most likely amount to between €95 and €115 per ton of waste. Besides this he expects that within 15 years it will be possible that the energy acquired from waste processing will achieve a price that will consequently reduce the cost of waste disposal and processing.
