How Ljubljana is using data to build a greener future – IPPCP project
Ljubljana is taking an important step toward a climate-neutral future by joining the international project IPPCP – Platform for Carbon Neutral Cities. In collaboration with Zaragoza and leading European partners, the city is helping to build a next-generation public–private data space designed to transform how urban climate data is collected, shared, and used.
Turning data into climate action
Across Europe, cities face a common obstacle: data on climate, energy, environment, and pollution is often fragmented, difficult to access, and inconsistent. This limits its usefulness for evidence-based decision-making.
Funded by the Digital Europe Programme under the “Data Spaces for Smart Communities” initiative (DS4SSCC), the €2.5 million project will run from May 2025 to August 2026. It is led by the City of Zaragoza, with a strong consortium that includes Ljubljana, Technical University of Madrid (UPM), GeoSpatiumLab, and Envirodual d.o.o..
From local innovation to a European solution
Ljubljana already has a strong foundation to build on. The city has developed LEV (Local Emissions Insight), a tool for systematic data collection and automated calculation of greenhouse gas emissions.
Smarter planning, stronger collaboration
At the same time, Ljubljana will deepen its collaboration with other European cities and connect to wider EU data spaces—opening the door to new joint initiatives and shared learning.
Engaging the community
To ensure that knowledge and results are widely shared, Ljubljana will host two major events during the project—one for experts and stakeholders, and another for citizens and the broader public at the Mission 100 Info Point. These events will foster dialogue, showcase progress, and invite active participation in co-creating a climate-neutral future.
